In one of the cases SF #619708 the client requested to disable/remove the heat map feature completely for their instance.

We advised that it can be disabled for user profiles following click on Settings, and make sure "Enable views" is toggled off in Engage.
But the client's request is to turn of the option to enable it altogether so that users can't even see that option
