Serraview - Secured action to manage bookings and booking rules
A new secured action to restrict to:
- cancel bookings
- Edit desk booking rules
- not also allowed to edit spaces
- not also allowed to edit the VBS

There should be a role to assign to a user so that they may only make changes to the availability of desks in Engage. i.e. needing to take them offline but not needing them to use any other functions of the system.

A separate secure action to allow a user edit access to only the engage booking rules section in spaces
This way a local site admin can edit Engage booking rules without being able to change or view other permissions within Spaces
