This is what we are looking for. Set different states with different capacities as per the Govt restrictions in that state.

This would be good but should be a system default then override capability on each building. Would even be good to have this option on a space level. For example, if the SD bubble was 12 feet and we have small enclosed phone booths, we would not want the same restriction on enclosed spaces.
