Temporarily limit desk booking to "all-day" only
In support of RTW, temporarily limit desk booking to "all-day" only, rather than specific time. This avoids different people at same desk on a given day, with no cleaning between bookings, if we only do night-time cleaning of booked/used desks as reported.

Engage now defaults to having all day reservations for desks. Spaces remain unchanged.
In a future release, Administrators will be able to toggle between all day reservations or hourly.
