Mark Spaces as Occupied Without Having to Assign Anyone to the Space
Due to security concerns, some clients cant assign all employees to thier assigned seat in the Space Console (Police Departments, Courts...). Archibus does not let you mark a seat as occupied without specifically assigning an employee to it. This makes it impossible to get an accurate vacancy count or visual of what seats are actually available. We need a way to manually mark a space as occupied or assign a placeholder user to multiple spaces so that clients can still see accurate vacancy and occupancy counts without having to assign employees to the spaces.

We've got a client that would appreciate this feature.
They have a lot of vendors onsite, and they aren't always the same people. For now, we've decided to go with dummy EM records that they can assign to spaces they know will be occupied by that outside team.

We do this for a client now.. we updated the process to update employee headcounts to look for a specific room cat/room type and then set the count_em = to the cap_em so the space appears to be fully occupied even without an employee assigned to the space. While this works, it makes it difficult when you actually need to know what type of space is is - Workstation, Office, etc rather than "Occupied Space".
