When users are restricted from booking certain rooms (by dv, dp, team, bl, fl, or a VPA restriction) it can be very useful for them to be able to see rooms that are available that they themselves do not have access to book directly.

For example if a team in the Legal division comes on site and there are no Legal desks available, instead of going home they can see that IT has a bank of available desks. They could then approach an IT admin to book one of those desks on their behalf. For organizations where space is at a premium a parameter that allowed them to show this additional visibility is critical.
