Hoteling - Possibility to have Booking Restriction to some Rooms and no restriction to others
When Booking Restrictions is On, every single space represented as a Room, follows the restriction. So, there is no possibility to have a sector of few community desks booked by Employees from different departments, or divisions, etc.
Take parking lots as rooms for example. We shall need to have Booking Restrictions for desks but no restrictions when booking parking lots.

This is required not only for parking lots, but also for any type of space that might be reserved by anyone, with no restrictions.
