If an end user has a location restriction for a select (more than 1) number buildings, the performance metrics are not limited to just the totals of the buildings they have visibility to.

It would be helpful to have the building VPA carry thru to the granularity of ALL buildings that user has visibility to. As I understand it, the limitation of the application is to only the first building in the VPA:

On the metrics on which VPA is integrated with, there is only a very limited integration. The VPA must be on the same table as the granularity of the metric, I.E. The metric must be at a building granularity, and a building VPA must be set.
Additionally, beyond that restriction, and as stated in the sentence you've highlighted, only a singular building VPA will ever work with a Metric. That is, if you have a singular building VPA and a building granularity, only that building will be shown. If you have two or more buildings listed in the VPA restriction, the metrics shown will only ever be restricted to the first Building.
